Update pc_setup.rst #24

sorry i didn't realise the old vm didn't have a year. i added a year to the filename and created a symlink, so in future years we just need to update the symlink when we upload a new vm. i think that's better than continously updating the docs. can someone with a zpass please test the old url?

ooh. right. I think we've talked about this before... Sounds good

http://robocup.web.cse.unsw.edu.au/runswift2/rUNSWift-VM-2021.ova and http://robocup.web.cse.unsw.edu.au/runswift2/rUNSWift-VM.ova both work for me if that's what you were asking for

yeah was asking about the latter (the url in the docs). so i think we're good. if we have instructions on updating the vm, would be good to mention the link there.
