Change SEO title of homepage #106

Current SEO title: Homepage | COVID-19 response with (COVID-19 response being the Gatsby site title). SEO title for homepage should be COVID-19 response only.

Use Official Statistics COVID-19 response.

Introduce seoTitle prop for a longer name and siteTitle for a shorter name.
