In the te_new.tac it is ok but in the save0.cam there is some cross feeding between DDR and Poland (same team perhaps) and Denmark and Sweden, which is not the same team.

Changing Sweden and Denmark to neutral fixed the power sharing. DDR and PRL will share the power grid as they're allied.
