At present, it appears that if a plan is created that can be followed well, coding should not take too long (hopefully).
Things that could stall progress:
BERT implementation
Will likely use google cloud which appears fairly complex.
Could be crucial in scanning documents for key information
Also the BERT QA model is perfect for giving the user a trail of 'evidence' as each question and answer can be displayed
Very likely time-consuming
Python website crawling
May take time to check that key info can be found from a set of documents
