Change number of costs and rewards through settings #1

The current value (3) is hardcoded in getValidation() from Project.php model.

Meanwhile, the literal value was changed to 1 in https://github.com/alexm/goteo/commit/b7a30d93184aaf1d314b2ece1ec65e0bfa4bb8f9 to accommodate our use case.
