The data used for addresses is based on PSGC database, but unfortunately, the PSGC code was missing from the db dump used. Do you have a link to a complete SQL dump of the PSGC database?
Not an SQL dump, but the updated codes upto the barangay level for the entire Philippines can be found here:

Yes, but it will take a bit of processing to use that data.

Geographic data should be consistent with the Philippine Standard Geographic Code to make later visualization more straightforward and for purpose of consistency with other government institutions.
