ci: add magic nix cache. #74

this might (or might not) speed up github builds by using a cache hosted by github. in any case, the speedup would be marginal.

cache doesn't seem to work

warning: error: unable to download 'http://127.0.0.1:37515/6nfn5irr9z18mc3lzsfjn935s3nms33f.narinfo': HTTP error 307 (curl error: Couldn't resolve host name); retrying in 318 ms

it's not worth pursuing. the current nix ci is already faster than the docker container, which was much faster than opam.
