ci: add offline-coverage #75

it would be useful to run the offline generators of other backends as well. beyond that, i am not sure if compiling the generated backends would be a useful/possible thing to do (esp. if they require additional dependencies).

ah, the failures are unsurprising. we would need to generate and build the full offline lifter to have results. only a stub lifter is committed.

abandoning. we can try this again properly if wanted, but it is probably not worth re-compiling the generated offline lifter anyway.
