So, noticing that the buttons are temperamental and not always clickable seems to be if your cursor is on the text it's not clickable, but elsewhere it is, possible this issue exists on the portal site too

These are just external links, which are different from other buttons that point to components within the page. Only buttons pointing to components within the page is highlight-able.
