Auto add to new public channels #375

Avoid having to explicitly invite uqcsbot to channels.

There's channel created event iirc (tomgr)

This should also be paired with something that makes UQCSBot leave. (maybe just !leave). Incase people don't want the bot.

Turns out, the API prevents bot users from adding themselves to channels.

Could we do an end run around this restriction by using the @UQCSCommittee's non-bot user credentials to add the bot on channel-create.
