Tolerance Menu [Issue #13] #18

Basic menu with options to change the following tolerances: TOL STOL MTOL MLTOL

This is only the menu and functions required for operation. It is necessary to apply the reading in all the files that need tolerance values.

@felipe-m This would be a first version of the tolerance menu. It is possible to add as many tolerances as necessary and other possible configurations.
