Unable to Browse to Portal on localhost #2131

Good afternoon, I've completed the installation using the following guide, but I'm unable to access the portal on the localhost. Are there any missing details which needs to be included to resolve this issue? https://github.com/US-CBP/GTAS/issues/1859
