Create Submission Window Management Quartz Job

Create a Quartz job that will Manage Submission Windows per the linked requirements

Development Notes:

• Job should run daily at 3AM
• Job should call stored procedure camdecmpsaux.init_and_close_em_submission_access, passing the current date for v_sysdate and NULL for v_fac_id

_Original notes (logic is already implemented in camdecmpsaux.init_and_close_em_submissionaccess and related stored procedures)

• Convert the following tables from the Oracle host to Postgres
  • [x] CAMDMD.RESPONSIBILITY
  • [x] CAMD.PLANT_PERSON
  • [x] CAMD.PROGRAM_PHASE

The tables below are not needed:

• [ ] CAMDECMPSAUX.SUBMISSION_LOG
• [ ] CAMDECMPSAUX.SUBMISSION_LOG_CHECK_SESSION
• [ ] CAMDECMPSAUX.SUBMISSION_QUEUE_LOG
• [ ] CAMDECMPSAUX.SUBMISSION_STAGE_LOG
  • Create Initial Window for each Monitor Plan that is expected to report for the quarter
• See Creating Initial Submission Windows section in the linked document
• Reopening of windows with Critical 2 submissions is only needed because the submission process currently closes the windows when Critical 2 submissions occur. WE NEED TO CHANGE THIS SO THEY STAY OPEN
