Update Front End UI Year Validation for Facility Attributes #4655

tlageman (2/14/2024) - I believe this issue relates to the current facility attributes year filter which doesn't accept the current year as valid input if the date on which it is inputted is before the first quarter. For example, if a user before end of first quarter of 2024, tries to input the year 2024 into the facility attributes, an error will be thrown. This hasn't been a huge issue since people most likely won't need 2024 facility attributes data until 1st quarter emissions is reported, but the system should allow any year (XXXX) to be inputted into the year filter beginning January 1st, XXXX. Changed this priority to low because this is a seasonal issue and there are available work arounds.
