Emissions query discrepancy (research) #5944

Why does a query for annual emissions for 2022 not show the facility Healy Power Plant (ORIS Code 6288) in the facility filter BUT the query result for emissions and year = 2022 include Healy Power Plant in the excel download?

Possible root cause is the filter logic.

tlageman (3/26/2024) - after looking into this, this is likely because Healy Power Plant is a MATS only facility but has an emissions record in the annual_unit_data table. This should probably be excluded from the emissions outputs since MATS data is only in the MATS Hourly Emissions data type. It is probably the case, but should be investigated whether there are other similar cases such as this. (see 6032 for a larger discussion that is related for other facilty/emissions data exclusions)

Mark had suggested that the issue might be that Healy Power Plant is located in Alaska.
