Emissions import error from historical #5989

Found during regression testing in ecmps-tst.app.cloud.gov v2.0.90.

Logged in as saber_ds (Submitter) and attempted to import 2023 Q3 emissions data from historical for ORIS 6071, MS-2A, MS-2B, 2, but encountered an unspecified error.

Same issue for ORIS 6288, 2 and 2023 Q3 emissions data.

Error message does not specify the issue.

This issues fixed in DEV environment. and also this being inadvertently handled in #5793

Verified in dev environment. Was able to import and view 2023 Q3 emissions data for ORIS 6071, MS-2A, MS-2B, 2 and ORIS 6288, 2
