Emissions Views not refreshing for stack/pipe configurations

The views are not refreshing with the applicable emissions views for stack/pipe configurations.

Example:

1. Import 2023 Q3 emissions from historical for ORIS 8906, CP30, 31RH, 32SH.
2. Select the NOx Rate CEMS View for 31RH and load the data.
3. Switch the location to CP30 and view the available templates.

The unit-level views are still showing for CP30. CP30 monitors with Appendix D methods. The available views should be:

• Combined Parameters
• Quarterly Summary
• Heat Input for Unit/Stack
• Heat Input Appendix D
• Hourly SO2 Appendix D
• Hourly CO2 Appendix D

A user would need to try and load NOx Rate CEMS for CP30 and get the message that there is no data for that location. Once that happens, the available views refresh and are then correct.

However, if the user loads data for CP30 and switches back to the unit, the issue occurs again with the wrong views showing at the unit-level.

This affects CP, CS, and MS configurations.

This may be the same issue as #5945. Lane will check if this is fixed on DEV.

I verified the issue with the switching view between CP30 and unit 31RH is fixed.
