RETEST: Global Error Suppressions not suppressing errors #6050

Creating an error suppression for all facilities does not work. After creating a suppression for check PROGRAM-11-B to informational severity and generating the error on two different facilities, the evaluations showed a severity of critical 1 still.

@lgiannini1 Since #6384 prevents the creation of suppressions with location(s) selected and #6385 prevents suppression of errors when no location is specified, I think the combination of the two is preventing any new suppressions from functioning properly. Once those two issues are resolved, can you retest this issue and determine if it's still a problem?

Error suppression worked on selected error after creating without ORIS and without location selected. Tested on Cross (130), location 1, by changing MP Method with parameter SO2RH to have Methodology Appendix E and creating an error suppression for METHOD-20-C.
