Allow users to check out multiple units/plants #6070

Currently, users are able to bulk evaluate and submit for different units and plants if the data is loaded in the workspace. The evaluate and submit process will check out the affected units and plants.

Per 1/22/2024 meeting with EPA, enhance the application to also allow users to check out multiple units and plants prior to evaluate/submit.

Requirements:

Change to plant level locking, instead of unit level-- this matches CBS.
When you login you should be able to check out multiple plants.
Screen should have a tab for each unit open or checked out.
For MP/QA/EM modules, update to allow Open & Checkout for all facilities and locations (should show both "Open; Open & Checkout" for all locations.

@annalbrecht we discussed this ticket internally and would like to deprioritize this to Phase 1B. Could you please relabel this? Thank you.

FYA - This ticket was deprioritized since it isn't a blocker for industry submission and is a low priority compared with other development work.

@annalbrecht EPA would like for us to pull this ticket back into Phase 1B with a change in priority from High to Low. If the dev team has any questions, we can discuss them at the next meeting.
