Webinar section #6082

Webinars should be added under the Resources tab in ECMPS. Webinars currently on the reengineering site should be merged into this new section.

@annalbrecht - could we relabel this from P-1B to 2025 (Q1 or Q2) and create a new ticket based off of fewer requirements? Internally, we discussed this ticket and are prioritizing other functionality. If the dev team has any questions, we can discuss them at the next meeting.

Possible new requirements

  1. Create a temporary webpage on the epa.gov where EPA would manage the webinar links.
  2. The Resources webpage would have a link to the epa.gov webinar page.
