Strategy for updating schema version and lastUpdated fields

This issue was identified in ticket #6028. There is currently no (or no known) strategy for updating the schema version and lastUpdated fields. We're open to any ideas (low effort, automated ways, etc.) on how to address this issue. At the next ECMPS priorities meeting, the broader team can discuss the priority of this issue, options for how to tackle this issue, etc.

• Need to consider whether we will allow the import of JSON matching pervious versions of the JSON Schema, and how that will affect the versioning.

Discussed on 4/8/24. The initial release will be 1.0.0. The schema version will not be updated for Beta. "Last Updated" will still be changed in the Beta so that users will know that something was updated.

Need plan for future updates.
