Enhancement: Limit available emissions templates displayed in public view #6249

While in the public view, the emissions screen includes all emissions templates.

Most users won't know how and what pollutants a location monitors. They would need to keep picking templates to get to a view with actual data in it.

It would make sense to limit the templates to only templates that have data for the selected reporting period and location. This could be a post production enhancement.

Agree @esaber76 , this sounds like a post prod enhancement.

@annalbrecht - could we relabel this from P-1B to 2025 (Q1 or Q2)? Internally, we discussed this ticket and are prioritizing other functionality. If the dev team has any questions, we can discuss them at the next meeting.

@annalbrecht Is this ticket #6249 Enhancement: Limit available emissions templates displayed in public view and #6049 CO2 Calculation View is available for locations that don't report CO2C Derived Hourly Data related? Should they be tracked together?

This may not be an issue with new or resubs when going to prod. It may only affect historic submissions.

Needs to be retested.
