Streaming Services Emissions-Apportioned Endpoints - Add Fields to Payload

Changes Needed

Add fields to the Steaming Services endpoints.

• Add UNIT_ID to the payload for the "/emissions/apportioned/daily" endpoint.
  • https://api.epa.gov/easey/dev/streaming-services/emissions/apportioned/daily?facilityId=3&beginDate=2022-05-31&endDate=2022-07-01
• Add ADD_DATE, UPDATE_DATE and USERID to "/emissions/apportioned/annual".
  • https://api.epa.gov/easey/dev/streaming-services/emissions/apportioned/annual?facilityId=3&year=2022

Acceptance Criteria

1. The "/emissions/apportioned/daily" endpoint's payload includes the UNIT_ID and it is the correct UNIT_ID based on the database.
2. The "/emissions/apportioned/annual" endpoint's payload includes the ADD_DATE, UPDATE_DATE and USERID and they are the correct values based on the database.
