Bug: Mobile menu toggle button doesn't show menu #6367

The hamburger icon in the header of the mobile view (indicated below) should open a menu when clicked, but currently does nothing.

Verified on dev. Clicking the mobile view header displays the Resources, Help/Support, and Regulatory Partners options. Each option has a +/- button that displays the same options as the desktop view.
