This PR contains numerous bug fixes and added features including:

Installed the latest release of rio_tiler.
Resolved the trailing slash issue in the STAC API.
Ensured explicit building of the Docker image with the linux/amd64 architecture.
Added the versions path in both STAC and raster APIs to expose the utilized versions.
