New COGs for EPA express emissions #44

Motivation

The EPA dataset caused issues when visualizing on the dashboard and had differences in the values that were mentioned in the research paper. We have updated the measurements to Teragrams and megagrams

Changes

Rescaled the COGs to convert them into teragrams and Megagrams. Formula used: Converted data [Mg/km2/yr] = raw gridded data [molec/cm2/s] 1/6.022x10^23 [molec/mol] 16.04x10^-6 [ Mg/mol] 366 [days/yr] 1x10^10 [cm2/km2]
