Add new datasets

Wetcharts
- [ ] Transformation Script
- [ ] Validation Script
- [ ] Ingest to the STAC catalog
- [ ] Compute SHA checksum for each cog

@paridhi-parajuli make smaller tickets, maybe one for each dataset? make sure a ticket can be completed in a sprint
