Partial implementation of NASA-IMPACT/veda-ui#789

Adds focus and hover states to footer
Adds focus and hover states to links
Updates button font-weight style Other AC in ticket, it looks like I would have to modify veda-ui code which is not included in this PR

PR implements the focus and active states of links and the footer menu
