Add information to dataset (i) on explore page to clarify dates with/out black points #34

High priority ask from EMIT Team. Dates on the time slider feature within the dataset explore page typically show black points if there is observable data from that specific day. It was noted from researchers that dates without a black point (see below) could passively imply that an observation was taken by the instrument, but data was not distributed, or available. To remedy this, adding information to a dataset's (i) icon as to why that dataset has dates with or without black points could clarify for users and prevent assumptions. Not specific to the EMIT Plume dataset. image

This is interesting feedback on the time slider component that we haven't received before. I would be cautious to implement a change unless we start seeing a bunch of confusion from users or hear similar feedback from many people. One reason to have these grayed out dots is specifically to show that there is NO data for that date, and the visual concept of grayed out information is an extremely common UI pattern and I would assume that the majority of people will either immediately understand this concept or figure it out pretty quickly.

The content under the information icon is specific to the layer. So, if the EMIT team is especially worried about this visualization then they can always choose to add content under that information icon, it is fully configurable.
