Purpose

Add TTL to office staff records

Major Changes

Moved OfficeStaff document type to the backend from common
Added ttl property to the OfficeStaff type.
Added 75 minute TTL to all OfficeStaff documents written to Cosmos.

Testing/Validation

Tests pass
