Purpose

Add local cache capability to UI. Cache attorney responses from API.

Major Changes

Added LocalCache to add expirations to items in the browser local storage.
Added generic cache handling logic to API2.
Used generic cache handling logic for getOfficeAttorneys.

Testing/Validation

Manually tested.
