I am tracking that existing structures like levees and floodwalls are not included in the current EAD calculations. Understood. The motivation for that and what that means for EAD estimates needs to be described in the technical reference.

An assumption is being made and it needs to be motivated.

The section reads "The hydraulic modeling used as part of the EAD calculation dispalyed by the SCT does not include performance information. The CHART Feasibility Analysis Tool will include performance of beach systems, flood/seawalls, levees, and revetments during lifecycle evaluation of system components."

I think you still need to motivate this assumption and tell the reader what it means for their results before this is ready for SME review.
