[Outage]: NBM QPF PRECIP 1hr product stopped due to version switch in source URL #409

Existing URL prefix: https://nomads.ncep.noaa.gov/pub/data/nccf/com/blend/v4.1/

New URL prefix: https://nomads.ncep.noaa.gov/pub/data/nccf/com/blend/v4.2/

Simply changing the URL in Airflow might fix it, but further review of the product changes should be done first.
