Add popup for "external links" #85

When a user goes to a different domain should the external links automatically give a popup letting users know?

This may be apart of 508 compliance

I don't see this with the footer links on the AFPIMS sites. I think bare minimum of consistency should be open the external (could still be usace, but a different domain) site in a new window.

This doesn't work well for social media image icon links, but for text links you can use an icon indicator that it will provide context of the external link. Example: https://react-icons.github.io/react-icons/search/#q=external
