API Enhancements to Support #85

[ ] Add Fields to the InstrumentGroup Entity
- [x] instrument_count (integer; number of instruments in group)
- [ ] latest_measurement_time (timestampz; timestamp of most recent measurement recorded)
- [ ] measurement_count_24h (integer; number of measurements recorded in past 24 hours)
- [ ] dashboard (boolean; indicating whether instrument group should be displayed at the dashboard level)

Additional design revealed that instrument_count would be added to the InstrumentGroup entity. All other suggestions in the checkboxes above will not be implemented at this time.
