Yes - at present, the /explorer endpoint fetches all measurements for a given instrument. This may fetch more data than is required.
Describe the solution you'd like
Explorer endpoint should offer the ability be bounded by a time window (after/before). If a time window is not provided, it should be bounded to a short time window (14 days, etc.) by default.
