[BUG REPORT]: User with new CAC cannot sign in #170

Describe the bug

User unable to sign in after getting new CAC. EDIPI did not change.

Expected behavior

Sign in with new CAC works as expected.

Actual behavior

Sign in returns error message that user cannot be authenticated.

Additional context

Root CA needs to be updated on auth server.
