Add new page on UI to enable user to select a group of timeseries to be displayed on a Plot. This group can be saved/edited/deleted and should only be available for that project.

Users should have the ability to download the plot.

Add Map and Cross Section Panels above Plot
Add Border to Plot section
Limit Dropdown to only water level measurements
Add toggleable precipitation to top of plot
Look into possibility of drawing circles on the plot
