Write Terraform deployments for ECS Fargate for two target groups backed by containers running image cwbi-s3-static-appserver.

@KevinJJackson - this should support / require the following changes to the User Interface when the time comes

Updated homepage value based on env variable. Will no longer need the /instrumentation trailing path.
No longer need to specify routeInfoSelector here to remove the leading /instrumentation from the path

infrastructure as code developed using Terraform and deployed to develop environment.
user interface: CI/CD updated for new hosting; client side routing updated. See changes in this branch. Note: this branch will ultimately be merged to develop or replace develop; however, needs to stay separate at present until a redirect is in place for previous hosting at url apps.rsgis.dev/instrumentation.
