Rename /visualizations endpoints to /charts #50

When convenient, recommend we rename endpoints in water-api that use the terminology "visualization" with "chart" for simplicity and easier shorthand. I have switched to the "chart" terminology in the user interface and should be able to change the URLs painlessly on the UI side once complete.

All API URLs reflect /charts.... This is complete in feature branch feature/v2-locations. Will be reflected in main upon successful merge. Closing issue at this time.
