To provide verification prior to movement that all the testing, identification, biosecurity, etc. requirements have been met as well as allow for tracking of the movements.

I think that I would second @sarawm32 above, except to add something to the effect of "during an animal health emergency" to the end. I do not think that they need to be limited in scope to only include movements into/out of an established control zone, but I do think that they need to be connected to an animal health emergency. That is essentially what sets the emergency movements apart from a CVI. I also would argue that it is probably beyond the scope of this committee to define whether the movements must cross a control zone. In most cases I think it probably would, but I could see a number of potential situations where that may not always be the case.

Excuse my ignorance here, but do you have to define whose requirements they need to meet? Also, is it ok to say "etc." in the sentence or do you remove all specifics altogether and say that "....all requirements (whose requirements?) have been met as well as to allow for tracking of the movements during an animal health emergency."

@SusanCulpDVM I think that someone has to define the requirements, but I don't think that is our committee's role. Our role is to provide a mechanism to transmit the information for requirements, regardless of what that requirement is.

The eCVI data standards committee provides a mechanism to digitally transmit official identification, test results and vaccinations (all required for normal movement of livestock), but they do not determine what information is needed when. The role of this committee and the final product is to provide a mechanism to transmit the necessary information to determine that a particular movement has met requirements. This is likely to include location (origin and destination), approval of the facility (biosecurity plan, etc), testing, inspection, etc, but the specific information for each commodity type from each species, is going to vary widely. Those requirements are determined by the Secure Food Supply plans, and the risk assessments that have been done for them, as well as additional requirements potentially placed by USDA and the SAHO in the origin and destination state.

@ryanscholzdvm, thank you so much for this clarification! It sounds as if this process will be much different than the eCVI process was/is.
