• other disaggregate aligns with the MSD headers and refers to the non-KP disagg groups in the MER Ref guide. Population aligns with the other_disagg_sub header of the MSDs for KP populations. The country teams who are familiar with the MSD would recognize other disagg and IPs can figure out that they align with the disagg groups in the MER Reference Guide. However, IPs and users not familiar with the MSD might not know what "other disagg sub" refers to so I opted to use "population" to make the distinction clearer and the template more straightforward

I think we use other disaggregate to align with MSD format, whereby "other disaggregate" designates something specific whereas "disaggregate" specifies that a more refined data element (Key population, age, etc) applies.

Reordering to make things intuitive seems reasonable. The one thing I'd note is that some country teams have automated processes to generate the material for template. I also have one for FHI360 EpiC data. We need to give country teams explicit advice to update the order of their variable output if we make this change.
