Malawi flagged discrepancy between workplan FY19 targets and PPR/Pano #108

Libby Brennan flagged a large discrepancy between the COP18/FY19 targets from the workplans last year and what is in the PPR and Pano when she was looking at a particular partner. Asked me to investigate.

Upon investigating, it turns out this is major calculation issue with HTS_TST_POS in Pano and the MSD.

Instead of using the sum of the modalities to calculate HTS_TST_POS, they also included KeyPops which should not be used.

Will share with OHA team and will submit at ticket in Pano.
