Started out using R and then ended up using Excel to redistribute targets.
R was efficient when the process was straight forward. It was difficult to mentally think about how to make tweaks in the code to make it work for each indicator, especially when different indicators influenced the cascade of others (eg TX_NEW and HTS_TST_POS).
To "see" all the work and to allow the country team to participate (and not need me for updates) we worked out of Excel. This was very long and labor intensive (on excel) process.
We re-distributed all site targets before I left with the exception of HTS, which we had mapped out and gotten through most of before I departed.
Worked with Todd for two weeks on redistributing the site tool targets. There were some issues in the Data Pack we resolved and there were issues with target distribution last year, which then fed into this years targets.
