Request from SIMS ST3 to help create indicators to facilitate site selection.

Meeting Thursday afternoon at OGAC with ST3 subgroup
Develop indicators in R relying on MSD
Create dynamic Excel file to help prioritize based off a user selected set of priorities

@jaliasd and I presented a demo version of the tool to the ST3 group Friday afternoon.

Updated the demo tool to be sleeker, include guidance, and updated some of the measures. Sent to S.Ally Tuesday (10/23)
