in looking at the profiles, under the "Country Snapshot" info the total number of FTEs are broken down into "American Citizens" and "FSN/TCN". For American Citizens, does the number include non-PEPFAR funded FSOs? If not, since I believe all are funded by OE, then does the number represent U.S. PSCs?
- The number of FTEs includes any staff who are fully or partially PEPFAR funded and excludes non-PEPFAR funded staff. I'm not sure I fully am understanding the second part of your question. I'm including a table of the full breakdown by funding type, citizen type and employment type for all of PEPFAR COP18.
And, just to be clear, under the "How is M&O being budgeted?" the "USG Staff Salaries and Benefits" is divided into "Internationally Recruited" and "Locally Recruited". I'll assume that Locally Recruited means FSNs. Correct? What does Internationally Recruited mean? PSCs, FSOs,????
- Unfortunately the data isn't broken down this way, at least in the FACTSInfo report that I have. That might be a decent assumption, but it may get a bit dicey when you consider Locally Resident America Citzens or Internationally Recruited Third Country Nationals, or Locally Hired Third Country nationals.
