Lesotho: Create custom dataset to review TX_RET rates for PBF cohort by district & site #59

Create custom dataset using DATIM to help review FY18 TX_RET rates specifically for pregnant and breastfeeding cohorts at district aggregate and site level for Lesotho. Dataset is agency agnostic but since Lesotho is regionalized, both CDC and USAID can use data to inform feedback to partner(s) and shake out reporting issues.

Initial request was to just see PBF retention rates, but these rates had significant data quality/reporting issues (i.e., PBF retention was >100% which should not be the case for cohort tracking--may imply interpretation issues around MER reporting for PBF in TX_RET).

Ask is for a quick & dirty table, could probably be beautified at a subsequent point.
