@cwahle's found that DoD values from FY18 were missing even though they existed on the intervention tab. This is also true to TBD mechanisms.
The issue is that these mechanisms only had TOTAL rows with no breakdown by program/program area/beneficiary. TOTAL row are removed with the assumption that all interventions would sum to the TOTAL.

Need to resolve to see how TOTAL row can be included where no interventions exists in a given year.
