functionalize pushing release to Google Sheets

Given the current setup of the GDrive heirarchy, I don't know that this function makes sense. As each year there is a different file that is uploading to a different folder (rather than relying on version control within Drive). A function would be useful if this were archving an old version and uploading a new one, or even simply replacing the existing file.
