Create "applicant review" index view for campaigns (TFS 35796) #47

Users who are able to review internship campaigns can see a nav link that directs them to an index of all assigned campaigns.

Opp index view

[x] Create view for opportunity index (see whiteboard sketch)

I'd prefer we don't overload the already nebulous nav that we have. I'm having trouble logging into ATP at the moment (authentication remains a problem area; hoping our changes there are deployed soon) but, let's have a look at the "home" experience and see if we can't make it more relevant.

For the index view we should refer back to the designs Ky did around Projects (which is how we referred to Campaigns before the name was changed).

Dev got the initial sketch of this in place, will be updating UI to match above sketch in upcoming TFS tickets.
